I noticed the headset jack may be messed up because windows changes the sound from speakers to headset randomly which causes my stutter. A reboot would fix it for a while but it would misbehave consistently. Reset (power cycle) your Spectrum receivers by unplugging them for 15 seconds then plugging them back in. My solution in the end wound up to be quite simple, but it just took alot of research to get there, and I'm hoping to spare others that research, so just When i turn off the sound bar, the sound comes out of the tv speakers and netflix audio does not skip. They did not have a Windows 10 version, so I downloaded the latest I could find, i.e. The tip here didn't fix my issue but it gave me enough information that a couple more days of googling eventually found a fix for my system.
furthermore it's easy. This is the one that led me to the USB drivers which then led me to x, which led me to y, which after several more hours of googling led me I dont think its hardware related.
